Additional Business Resources
In addition to the wide range of resources outlined to assist companies and developers in doing business in Ontario, additional programs are also available specific to particular needs and circumstances. These include:
Service Corps of Retired Executives (SCORE)
SCORE is a 13,000-member volunteer organization of retired executives whose collective experience spans the full range of business enterprise. SCORE offers crucial information and expertise through free business counseling in areas such as developing a business plan, sales and marketing, franchising, record keeping, and export and import information.
Minority Enterprise Development 8(a) Program
Through the U.S. Small Business Administration's Section 8(a) Program, socially and economically disadvantaged businesses gain access to resources necessary to develop and improve their ability to compete in the mainstream of the American economy. Business development is accomplished by one-on-one counseling, training workshops and assistance in expanding into federal government contracting activity. To participate in the 8(a) program, a business must be at least 51 percent unconditionally owned and operated by disadvantaged individual(s) whose net worth cannot exceed $250,000. Social disadvantage is generally defined as individuals who have been subjected to prejudice or bias because of their identity as a member of a group without regard to their individual capabilities. Economic disadvantage is generally defined as individuals who are socially disadvantaged and whose ability to compete in the free enterprise system has been impaired due to diminished capital and credit opportunities, as compared to others in the same or similar line of business and competitive market who are not socially disadvantaged.
Individual(s) must have management or technical expertise directly related to the primary product or service of the business. The business must be established for two full years before applying.
National Center for American Indian Enterprise Development (NCAIED)
Through the national Center for American Indian Enterprise Development and the U.S. Department of Commerce, the NCAIED provides management and technical assistance for Native Americans residing in California. Assistance is available for all stages of business from start-up through expansion, to Native Americans both living on and off reservations.
California Technology, Trade and Commerce Agency Office of Permit Assistance (OPA)
As a catalyst for innovation, investment and economic opportunity, OPA's mission is to ensure that the State permit process for development projects runs smoothly and without delays. The office is available to both permit applicants and regulatory agencies to answer questions, mediate disputes and monitor the review process. OPA also ensures that state agencies are complying with time limits imposed by the Permit Streamlining Act.
The Regional Environmental Business Resource Center (REBRAC)
REBRAC is an environmental information clearinghouse and referral resource providing businesses with environmental regulatory and compliance information. Assistance is offered with environmental compliance issues, pollution prevention assistance and energy conservation information.
Federal Information Center
The Federal Information Center is a telephone hotline designed to appropriately direct callers to numerous federal programs, departments and agencies.
